Operates in or directly serves a region of limited economic opportunity.
Has a credible path to sustainable revenue, not permanent dependence on grants.
Creates local jobs at fair wages, with measurable outcomes.
Partners with at least one local non-profit or institution.
Has leadership rooted in or accountable to the community.
Addresses a need identified by the community — not imposed from outside.
